What are some reasons landlords dont take demand letters seriously?

What are some reasons why landlords dont take demand letters seriously? Why do most of them wait until they are served papers? Anyone know why they do this?

1. It's because landlords think the tenants don't have enough time or legal knowledge. Besides, what's the point of spending money when you can stall for a bit and then only pay if the tenant actually goes through with the lawsuit.
