Debt Collection Process

My car was scheduled to be repossessed. The repo man called me, IDed himself as State Police, and told me to ?

surrender my car or I would be arrested the next day. I was able to make my payment soon after that and keep my car but I'm still disturbed that the repo agent basically impersonated the police. Is that a legal debt collection technique?
